
Physical restraints are defined as any manual method or physical or mechanical device, material or equipment attached or adjacent to the resident's body that he cannot remove easily which restricts freedom of movement or normal access to one's body. Chemical restraints are psychoactive drugs administered for purposes of discipline or convenience, and not required to treat the resident's medical symptoms.The care a resident receives should include love and concern for the person, as well as the highest level of professional care for the physical, psychological and spiritual needs. This should NEVER include restraints.
On February 25, 2011, New Mexico Medical Review Association (NMMRA) in coordination with other QIOs held a teleconference regarding the Artifacts of Culture Change. During the teleconference the presenters (CMS) issued a challenge for a state to step forward and become the first “restraint free” state. Donald Wilson, President of the Innovation Network, made the proposal to the NMHCA Board in May and the Board willingly accepted the challenge and an advisory group was created. Our goal is to achieve zero percent restraint use in New Mexico.
